Is the cheap SMM panel market basically a chain of resellers?

For a large part of it, yes. Much of what looks like a crowded field of independent SMM panel brands is a few real suppliers at the bottom and a long chain of resellers stacked on top.

The mechanics are open if you look. A 'child panel' lets anyone spin up their own branded storefront in an afternoon, buying wholesale from a parent and marking it up. That parent may itself be reselling from another. By the time an order reaches you, it can have passed through several hands, each adding a margin and none adding anything real.

This is why so many panels look identical — same layout, same service names, same prices give or take a cent. They are not competitors so much as franchises of the same underlying supply, wearing different logos.

It matters to you for two reasons. First, the reseller you are buying from often has no idea what actually happens upstream, so their promises are guesses. Second, when something breaks, there is no one accountable — each layer points at the one below, and the supplier at the bottom is invisible by design.
