They can. In several countries, regulators expect marketing to be honest and not misleading. Using followers or likes purchased from an SMM panel to look more popular than you are — especially to sell something or win sponsorships — can fall foul of advertising and consumer-protection rules.
Fake reviews are a particular focus: authorities in the US, UK, EU and elsewhere have tightened rules against them. Inflated social proof used commercially is a related risk.
