Very possibly. Many panels do not produce anything — they resell from a larger source through an API and add their own markup. A child panel can sit several layers from the original supply, each taking a cut.
That is why prices for the same underlying engagement vary so widely, and why support thins the further down the chain you go. The label 'provider' does not mean they provide anything themselves.
